To: The Prime Minister of the Government

Following the Letter No. 1756/BNN-HTQT dated 28th June 2002 of the Ministry of Agriculture and Rural Development submitted to the Prime Minister regarding the extension of the Trust Fund of the International Support Group (ISG), on 9th July 2002, the Ministry of Agriculture and Rural Development sent the Letter No. 2786/HTQT to the Ministry of Planning and Investment (MPI), requesting MPI to take into consideration and report to the Government on the mentioned issue.

After considering the proposal of the Ministry of Agriculture and Rural Development regarding the extension of the operation of the ISG Trust Fund, the Ministry of Planning and Investment hereby states that:

1. Over the past time, the International Support Group (ISG) has well played its role as a forum for policy dialogue in the field of agriculture and rural development, and the ISG model has been valued by the donor community as an effective mechanism for coordination of international assistance sources. Due to the fact that some of the ISG activities need more time for completion, and some are receiving long-term commitments of several donors, the extension of the operation of the ISG Trust Fund is really a need.

2. In order to have full set of legal documents for the ISG activities in the time to come to strengthens the coordination of international cooperation assistance in the field of agriculture and rural development, the Ministry of Planning and Investment would like to propose the Government to extend the operation of the ISG Trust Fund until 31 December 2005.

The Ministry of Planning and Investment respectfully requests the Prime Minister to take this issue into consideration and decide.
