Ref: Establishment of the Steering Board of International Support Group -
Ministry of Agriculture and Rural Development

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Decree No. 73/CP of the Government, dated November 1^st, 1995, determining function, duty, power, and organisation structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Decision No. 132/QD-BNN-HTQT of the MARD, dated September 22^nd, 1999, promulgating the Regulations for managing and utilising external resources that are under direct management of the MARD;

Pursuant to the meeting minutes and as agreed by the Vietnam’s Ministries, Branches and Representatives of international donors and organisations in Hanoi (October 1^st, 1997; March 24^th, 1997; February 18^th, 2000; and May 30^th, 2000); and based on the agreement by the donors and the MARD on the Term of Reference for MARD International Support Group (ISG) from July 2000 to June 2002;

In consideration of the proposal of Director General of the Organisation and Personnel Department and Director General of International Co-operation Department,

DECIDES

  Article 1- Establish the Steering Board for the MARD International Support Group. The MARD Steering Board consists of:

1- SB Chairman:

• Vice Minister of Agriculture and Rural Development

2- SB Vice Chairman, also holding the position of ISG Secretariat Director:

• Director General of International Co-operation Department, MARD

3- SB members:

• Director General, Agriculture and Rural Development Policy Department
• Director General, Planning and Projections Department
• Director General, Agro-forestry Extension Department
• Director General, Water Resources & Hydraulic Works Management Department
• Director General, Forest Development Department
• Director General, Science-Technology and Products Quality Department
• Director General, Organisation and Personnel Department
• Director General, Finance and Account Department
• And representatives of related Ministries outside MARD, donor community and related international organisations

Article 2- Responsibilities of the ISG Steering Board:

a- Consult MARD’s leaders on measures and formulations of governmental management in mobilising and effectively utilising external resources and international support to invest in agriculture and rural development.

b- Assist the MARD coordinating international co-operation activities in mobilisation and utilisation of ODA, FDI; trade promotion and international integration.

c- Identify topics to be studied, developed, experience to be exchanged and international support to be received.

d- Plan, guide and support the detail work of the Thematic Ad-hoc Groups.

e- Approve ISG year plan and budget.

Apart from above responsibilities, Steering Board’s activities must follow the Term of Reference for MARD International Support Group that had been approved by donors and the MARD.

Article 3- This Decision is in effect 15 days after signed.

Article 4- Head of the Ministry’s Office, Director General of the Organisation and Personnel Department, Director General of International Co-operation Department, Heads of the related Units belonging to MARD and those who are mentioned in Article 1 are responsible for executing this Decision.
