DECISION OF
The Minister of The Ministry of Agriculture and Rural Development
On the Establishment of “the International Support Group”- ISG
of the Ministry of Agriculture and Rural Development

Pursuant to the Decree No. 73/CP of the Government dated November 1^st, 1995, determining function, duty, power, and organization structure of the Ministry of Agriculture and Rural Development;

Pursuant to the meeting minutes and as agreed by the Ministries, Sectors and representatives of the Countries and International Organizations based in Hanoi on January 10th, 1997 and March 24^th, 1997.

In Consideration of the Proposals of the Director General of the Organization and Personnel Department (OPD) and the Director General of International Cooperation Department (ICD).

Article 1. – To establish the International Support Group (ISG) with the function of providing consultancy to help the Minister of the Ministry of Agriculture and Rural Development in the utilization and further and effective mobilization of ODA resources in service of the development of the Agriculture and Rural Development. The Group serves as a forum for exchanging and sharing of information and experience related to the management of the ODA recourses of the sector. The members of the Group consist of representatives from relevant Ministries, sectors and from the Countries and the International Organizations who provide assistance to the sector.

Article 2. – To appoint Mr. Nguyen Quang Ha, Vice Minister of the Ministry of Agriculture and Rural Development to the position of the Chairman of the International Support Group, responsible for steering the establishment of ISG, its Thematic Ad-hoc Groups (TAGs), Secretariat, and for approving the Annual Activity Program of the Group and the TAGs upon the proposals of stakeholders.

Article 3. – The expenses available for the activities of the International Support Groups, the TAGs and Secretariat shall be funded by the International Organizations such as SIDA, GTZ, UNDP, FAO according to the prevailing agreements and regulations.

Article 4. - The Vice Minister, Mr. Nguyen Quang Ha, the Head of the Ministry Office, the Director General of the Organization and Personnel Department (OPD), the Director General of the International Cooperation Department, the Heads of the relevant agencies shall be responsible for the implementation of this Decision.
