MARD's Legislation Department asks for support in implementation of Law and ordinance development program to 2010

Ministry of Agriculture and Rural Development asks for support in implementation of Law and ordinance development program to 2010.

The Ministry of Agriculture and Rural Development has prepared Law and ordinance development program to 2010, however with the remained difficulties, implementation of this Program in an effective manner are big challenges. Therefore, it would need support both in terms of technical financial assistance as well as experience sharing from domestic and international donor community. As an advisory body for the Minister of Agriculture and Rural Development in the field of law and policy development for the agricultural sector, Legislation Department kindly appeal to the domestic and international donor community for supporting resources for implementation of the following contents:

1. Supporting legal works of the Ministry

2. Supporting Law and ordinance development program to 2010 of the Ministry

a. Developing Law on agriculture and rural areas

b. Upgrading Dyke ordinance and Ordinance on Animal Health into law

c. Developing Ordinance on Animal Foods, Salt Ordinance and Fertilizer Ordinance

d. Amending and supplementing Ordinance on exploitation and protection of irrigational works

Proposal: Pilot Monitoring and Evaluation of large-scaled loan projects in the water resources sector (Full text in English - Vietnamese)

Introduction/Background

• The Ministry of Agriculture and Rural Development (MARD) issued the decision no. 45/2004/QD-BNN dated 30 September 2004 “Regulation on Management and Utilization of External Assistance for the Sector of Agriculture and Rural Development” , which define relatively complete management process. The International Cooperation Department (ICD) of MARD is the focal agency to manage and coordinate these external sources for the sector.
• Lack of organization (evaluation office) and capacity to operate monitoring and evaluation in a systematic and regular manner .
• Monitoring and evaluation information are only collected by the means of official correspondence when required.
• Collected information is insufficient, inconsistent, unsystematic archived. . As a result, they are not really supportive to the analysis, synthesize and decision making process.
• MARD was selected to be one of the ministries which are piloted within the framework of Vietnam-Australia Monitoring and Evaluation Strengthening Project - Phase II (VAMESP II)
