NATIONAL FOOD SECURITY PROGRAM
(RES 63)
National Food Security is a key strategic area for the Government of Vietnam and specifically for MARD. The resolution 63 for National Food Security guides the development of many of MARDS sub-programs including crops and fisheries planning. The overall vision for National Food Security is:
By 2020 with a vision towards 2030, to ensure adequate food supply sources with an output higher than the population growth rate; to put an end to food shortage and hunger and raise meal quality; to ensure that rice producers earn profits averagely more than 30% over production costs.

THE NATIONAL TARGET PROGRAM TO RESPOND TO CLIMATE CHANGE
The National Target Program to Respond to Climate Change has a total capital of nearly VND 2 trillion, and 50% of which is from the central and local budgets and domestic private organizations and the rest from foreign organizations.
The program is to be carried out across Vietnam in three phases: the starting phase from 2009 to 2010, the implementation phase from 2010 to 2015 and the development phase after 2015.

NATIONAL STRATEGY OF NATURAL DISASTER PREVENTION, RESPONSE AND MITIGATION BY 2020
Ministry of Agriculture and Rural Development is the standing agency to cooperate with relevant agencies to support Government in executing the state management in the field of Disaster Management.
The national strategy sets out the responsibilities, actions and solutions so that all resources are mobilized to effectively implement disaster prevention, response and mitigation from now up to 2020 in order to minimize the losses of human life and properties, the damage of natural resources and cultural heritages, and the degradation of environment, contributing significantly to ensure the country sustainable development, national defense and security.

THE NATIONAL PROGRAM FOR RURAL WATER SUPPLY AND SANITATION
Decision No 104/2000/QD-TTg, dated August 25,2000 by the Prime Minister)
1. The Program's objectives to the year 2020:All rural residents will have assess to at least 60 litter/day of clean water in line with the national standard, hygienic latrine and exercise personal hygiene and keep the environment in villages and communes clean.

5 MILLION HA REFORESTATIONS PROGRAM (to end 2010)
In 1997, the National Assembly passed a resolution for the 5 Million HA Reforestations Program, aiming to plant 5 million hectare of forest as well as to protect the existing forests in order to increase the coverage to 43%, contributing to the environment security, alleviation of natural disasters, increase of aquatic livability, conservation of genetic pools and biodiversity.
Future areas of focus will be in supporting implementation of the National Forest Strategy (NFS, 2006-2020) and the Reducing Emissions from Deforestation and Degradation (REDD) programs.

MARD National Programs and strategies
NATIONAL PROGRAM ON AGRICULTURE, FARMERS AND RURAL DEVELOPMENT – TAM NONG RES 26.
The Tam Nong (Agriculture, Farmers and rural Development) resolution focuses on awareness of the relationship between these three subjects in further building Vietnam’s prosperity, through recognizing the farmer as the subject of the development process. In brief the main goals are to:

continuously improve material and spiritual life for farmers

build up a comprehensively developed agriculture in the direction of modernism and sustainability

develop a new rural area with modern socio-economic infrastructure and;
-
develop the peasantry with consolidation of worker-farmer-intelligentsia alliance, creating a stable socio-economic and political foundation for national industrialization and modernization of Viet Nam.

PLAN ON RURAL TRADE DEVELOPMENT FOR 2010-2015 – ORIENTATION TO 2020.
The Prime Minister signed Decision No.23/QÐ-TTg on January 6 approving the plan on rural trade development in the period of 2010-2015 and orientation to 2020. Details of the decision are that:

By 2015, 50% of border markets, border-gate markets, and markets in border-gate economic zones will be upgraded and built.

In 2012, wholesale markets of agro-products are built in concentrated production zones, such as rice market in C?n Tho City, agro-produce market in Ngh? An and H?i Duong Provinces, and vegetable market in the Central Highlands of Lâm Ð?ng. These are the foundation to establish agro-product auction and trading centers.

Up to 2020, agro-product wholesale markets will be upgraded and the government will invest in building communal-level markets.

The Decision also mentions different models of rural trade development, including business individuals and households, trade cooperatives, production and processing enterprises.
