Thematic Ad-hoc Group 2 (TAG 2)
Support to Hydraulic Works Development, Disaster Control, and Rural Water Supply

Vietnam is currently facing major challenges managing and distributing its water resources in a sustainable manner. The Government has given first priority of the precious water resources to domestic purposes. However, irrigation is also required for food and cash crop production. The industrial sector requires water as well to secure the targeted economic growth rates of 6-8% per annum.

Many donors are presently given priority to the water sector in Vietnam. Several large projects are being implemented and many others are under preparation.

There is therefore a need for funding, implementing and beneficiaries partners to strengthen an on-going dialogue and to coordinate efforts and activities to ensure that objectives and targets set forward in the present five and ten year plans of GoV and MARD are being attained.

The Thematic Ad-hoc Group 2 (TAG2) conveyed its first meeting on 16th of March 2001 in accordance with the decision of ISG's Steering Board on 22 December 2000. Thirty-five participants representing seven donors, four ministries and one NGO participated in the first meeting. TAG2 has advisory function and acts as a platform for coordination and dialogue.

The present revised ToRs strengthen TAG2 and in particular policy dialogue and coordination between MARD, international donors, NGOs, other ministries and selected provinces to achieve objectives and targets spelled out in the present five and ten year plans of MARD.
