Ad-hoc Group 1 (TAG1)
International Agro-Economic Integration and Policy
Vietnam accelerated
the integration process into the global economy in 1995 with its
entry into the Association of Southeast Asian Nations (ASEAN) as
part of the desire of increasing exchange of goods and services
with other countries. Vietnam also became a member of the Asia-Pacific
Economic Cooperation in 1998 and is presently actively applying
for membership in the World Trade Organisation (WTO).
However, a
number of challenges and opportunities need to be examined and appropriate
and timely measures adopted to further prepare Vietnam for the integration
process: (i) awareness and comprehension about supply, demand, vulnerability,
pricing, finance and marketing of agricultural produce in a global
context, (ii) coordination of information, plans, policies and strategies
within MARD and between MARD and the international donors, (iii)
capacity building within MARD to equip MARD officials for dialogue
with the regional and global markets; and (iv) dialogue with provinces
and farm units to ensure that cash crops cultivated are economically
relevant to the regional and international market and ecologically
sustainable for Vietnam and (v) short and long-term effects on the
international economic integration on Vietnam's economy.
TAG1 was formed
in early 2001. A review was undertaken in April 2003 and the present
ToRs revised accordingly.
